December 31 is the observed New Year’s Day 2028, so it counts toward 2028, not the 12 holidays of 2027.

Who West Virginia state holidays apply to

Holidays that fall on a weekend

West Virginia moves a Sunday holiday to the Monday after and a Saturday holiday to the Friday before, except election days and days the governor proclaims. There’s no statewide election in 2027, and the governor can add full or partial days off.

  • Independence Day falls on Sunday, July 4 and is observed on Monday, July 5.
  • Christmas Day falls on Saturday, December 25 and is observed on Friday, December 24.

How West Virginia compares with the federal holidays

Of the 11 federal holidays, West Virginia doesn’t give state employees a paid day off for Juneteenth. On top of the federal list, it adds West Virginia Day on Monday, June 21 and Lincoln’s Day on Friday, November 26.
